“Cradle of Hope” (Колыбель надежды in Russian) is a Russian charitable organization founded by Ms. Yelena Kotova. “Cradle of Hope” established the first baby box in Perm City in Russia in November 2011. The trigger was a case of infanticide in Perm City in 2010. Two newborns were found dead in a burnt house, which led to the arrest of their mother. The mother testified that she had no choice but to kill her babies due to financial difficulties and pressure from her family to have an abortion. “Cradle of Hope” established the baby box in order to give other options to mothers in need.
At present, 10 local governments managed a total of 19 baby boxes in Russia. These baby boxes have saved the lives of 78 babies. 12 babies were reunited with their biological parents or relatives. These baby boxes receive support from the President of the Russian Federation, the federal government and all religious groups in Russia.
In addition to the baby boxes, “Cradle of Hope” provides information and support for mothers in need to help them find a way to live together as a family. Additionally, it operates a network of family support centers, and offers not only material and financial support but also medical and legal support for poor or large families. It also actively participates in the movement to eradicate child abandonment and abuse.
Each baby box is equipped with a notice board where hotlines, counseling services and officially recognized religious groups can display their telephone numbers. The box also displays a message to appeal to reconsider their decision. When the babies are surrendered to the baby box, the babies come under the protection of government and a doctor informs the police and child protection administration. However, the biological mother and her family can request the return of a baby until the child is placed in its new family.
A so-called “My History Box” is kept at “Cradle of Hope” or the child protection administration. It contains the date and information of the institution when and where the baby was entrusted, the doctor in charge as well as photos and documents connecting to the biological family.
In 2012, the first “Crisis Pregnancy Center” in Perm Krai was founded by “Cradle of Hope”, the Ministry of Social Development in Perm and others. After that, 2 centers were established in Berezniki City and Chaykovsky, providing shelters for 781 people in total.
In Perm Krai, 26,697 households have received medical and legal support since 2011. In 2016, “Cradle of Hope” and its supporting groups carried out a social project to try to prevent social orphans and abortion. Moreover, it provides humanitarian aid for large or poor families. And it also set up a multifunction support center for people in need.
Within three weeks, more than 250,000 people signed a petition opposing the bill to ban baby boxes, and about 75 % of Russian are supportive of baby boxes.
