Delhi Council for Child Welfare (DCCW) is a non-governmental organization (NGO) which was founded in India in 1952. DCCW first started as an organization that provided care for lost, abandoned or displaced children after the riots surrounding the Partition of India. To live up to its mission “Give children a childhood”, DCCW has been offering numerous diverse programs for under-privileged children in and around Delhi. These include medical service, nutrition, vocational training, adoption, rehabilitation of physically and mentally disabled children, the provision of day care and non-formal education.
DCCW set up its first baby box in Old Delhi City in 1978. This baby box is named “Palna”, meaning “cradle” and “nurture” in Hindi. Palna takes care of 60 to 75 children aged between 0 and 8 years. It has found adoptive parents for 2,800 children since its establishment.
In Palna, a dedicated medical team works around the clock. It can pride itself on its first-class emergency medical equipment. Moreover, a team of experts in the fields of counselling, therapy, nursing care, and teaching provide high quality care to the babies surrendered to the baby box.
Before the law change, only Hindu couples were legally allowed to adopt. Couples of other religions were refused adoption and could only become the legal guardians of children. However, the enactment of the Juvenile Justice (Care and Protection of Children) Act in 2015 allows all persons (regardless marital status) to legally adopt children. There are 3000 adoptions yearly in India.
